The same lesson applies to real estate development: the value of a place depends partly on how people use it, not only on its site area or building plan.
What complaints can tell a city
The discussion also covered Riyadh's 940 reporting channel. The mayor explained how recurring reports can reveal problems by neighbourhood and inform operational reviews. He cautioned, in effect, against reading a rising number of reports alone as proof of worse service: it can also reflect greater confidence in the channel. Resolution quality and resident satisfaction matter too.
