Tawazoun Real Estate (التوازن العقاري) is the Riyadh land platform overseen by the Royal Commission for Riyadh City (RCRC). It is designed to let eligible Saudi citizens purchase planned, serviced residential plots in Riyadh. It is not an open real estate investment marketplace, and it is not a fractional ownership product.

What does the platform offer?

RCRC says the programme aims to make 10,000 to 40,000 residential plots available each year for five years, at a price no higher than SAR 1,500 per square metre. That is a ceiling for plots offered through this programme, not a market-wide price for Riyadh land or a promise that property prices will fall. RCRC describes the broader aim as supporting home ownership and a better balance between housing supply and demand.

Applicants register and submit their details, after which eligibility is checked. An electronic draw selects among eligible applicants; plot allocation, contracting, payment and ownership steps follow. Meeting the initial conditions therefore does not guarantee a plot.

Who can apply?

The official platform lists core conditions: Saudi citizenship; being married or older than 25 years of age; residence in Riyadh for the preceding three years; and no previous real estate ownership, subject to the programme’s rules. RCRC, through its platform, makes the eligibility decision.

One detail is relevant to readers who own a property share. The platform’s official FAQ says a person with partial ownership of a property may apply. That addresses permission to submit an application; it is not an advance approval or a ruling on every type of property investment. Applicants should check the legal nature of their holding and the platform’s current criteria.

Is Tawazoun the same as fractional property ownership?

No. Tawazoun is a route to buy a residential land plot allocated to an eligible beneficiary in Riyadh. Fractional ownership concerns a share under the documents of a particular property opportunity, with its own rights, income, risks and exit terms. Eligibility for a public housing programme should not be confused with assessing an investment opportunity on Ghanem or elsewhere.

Is registration open now?

As of 1 October 2026, the platform says applications are closed and second-year eligibility results can be viewed by signing in. Its listed application window ran from 16 August to 15 September 2026. Applicants can check their account and, where applicable, lodge an objection through the platform; the FAQ describes that process. RCRC also lists 19998 for enquiries.
